Filler is E. Rutherford '86 footage that is available on D453.su, original camera sound here. Both films on this disc are reportedly off-master.

I would recommend going for D109.su or D313 for the Belgium footage, D453.su for the filler. Nothing super special in this 87 performance or film. Although the DVD author notes that these are off master, they don't look any better than the previously circulated transfers to my eye.
Probably just a space filler in more extensive collections or a souvenir if this was a special show for one personally.
