This video isn't particularly good. It is evidently the only thing from the Euro '99 tour, but probably wouldn't be of interest to many.

The distance I'd say is four star. Sometimes the taper zooms in on Bob to about a torso shot, but most of the video has a pretty solid full-body shot, with some occasional zoom-outs to show the whole band.

The audio quality is three star or four star. It isn't particularly good, but I've heard a lot worse.

The steadiness I'd give four stars. The taper is about six rows deep and shooting straight at Bob. The movement is about what you'd expect from an audience video.

As far as obstructions, it is about four star again. Hands and arms sneak in, but it's not a big problem.

Focus/Light/Colors gets one star. It's in focus. Shooting Bob straight on means that half of the show features Bob looking like he has no head because of the brilliant white light that's on him. The colors aren't any good all around. The video looks high generation, has some static/interference, and the colors are just putrid. If not for this, it'd be a pretty nice video.

The first song is missing, but the show is otherwise complete. Again, because of the WAY too bright lighting which is present and the crappy state of the tape, this isn't anything great. But it's a nice show and the only video of that tour evidently.
